Charles Ruetsch

President & CEO

Charles Ruetsch, Ph.D.

As founder, President, and CEO of Health Analytics, Charles Ruetsch, Ph.D., draws on nearly 20 years of experience in managed care and post-market pharmaceutical outcomes research and management. Dr. Ruetsch’s diverse background enables him to balance innovative, sound health care science with cutting edge business strategies that maximize quality, efficiency and profitability for 3rd party payors, manufacturer and large provider clients.


Sensitive to the evolving demands of a changing health care market, Dr. Ruetsch is a practical executive with a rare combination of business savvy and scientific expertise. The depth and breadth of his combined experience has shaped his fundamental belief that health care research must have a measurable impact on business operations.

Prior to forming Health Analytics, Dr. Ruetsch held several senior level positions in functional areas such as: 1) outcomes research, 2) health improvement intervention development, and 3) health care program evaluation for Fortune 1000 managed care and pharmacy benefit management companies. While Dr. Ruetsch provides visionary leadership for Health Analytics, he also lends his expertise to client projects, applying his knowledge of behavior-change technologies, program evaluation, study design, statistical analysis and the strategic application of research findings to address client issues.


Dr. Ruetsch’s results-oriented approach has led him to create provider and consumer health educational interventions including tools to improve treatment compliance. His work in disease management includes an emphasis on influencing provider and patient behavior to improve clinical outcomes. Dr. Ruetsch has developed several physician Continuing Medical Education courses in diverse diseases areas that incorporate sophisticated educational technologies. His diverse experience has proven invaluable to achieving client objectives.


Previously, Dr. Ruetsch held several progressively responsible positions in quality improvement and outcomes, culminating in the position of Vice President QI and Outcomes for Magellan Behavioral Health, an international managed behavioral health company. He also served as director of clinical product development and outcomes for CVS Caremark (formerly AdvancePCS, and director of health improvement programs and health outcomes research scientist for MEDTAP international. Earlier in his career, Dr. Ruetsch was director of data analysis for a mental health outcomes tracking firm and held several other related positions in data analysis and outcomes management. Dr. Ruetsch began his career as a research statistician for a private psychiatric hospital.

Vice President, Science

Tigwa Davis, Ph.D.

As the Scientific Director for Health Analytics, Tigwa works with pharmaceutical and biotechnology clients to develop, manage and execute scientific studies in delivery channel research.  Areas of significant interest include neurological, psychiatric, inflammatory and metabolic disorders.

Prior to joining Health Analytics, Tigwa was an Assistant Professor in the Department of Biology at Georgetown University. Following his tenure at Georgetown, Tigwa became a Senior Scientist at the American Type Culture Collection (ATCC) where he led neuroscience Research and Development efforts in primary and immortalized neuronal and glial cells. At ATCC, Tigwa also led and managed the development of novel fluorescent cell based assays and culture media formulations.

Tigwa earned his Ph.D. in Pharmacology from The University of Michigan, and completed his post-doctoral work in the Department of Ophthalmology at The University of California San Francisco.

Christopher Young, Ph.D.

Chris Young has over twenty years of experience with analysis of pharmaceutical and medical claims data, with a focus on adherence to prescription therapy and its impact on cost and health outcomes. Prior to joining Health Analytics, Chris was a Principal at The Moran Company, where he modeled reimbursement policies for a variety of inpatient and outpatient Medicare payment systems. Prior to The Moran Company, he was the Principal Researcher for a not-for-profit physician professional society. While there, Chris evaluated the quality of their data and co-authored an article on the subject with physician members. Chris spent nearly 20 years at a major pharmacy benefit manager where he focused his work on design and completion of analyses of pharmaceutical and medical claims data. With his colleagues, he used administrative medical and pharmaceutical claims data to analyze patient safety, adherence to prescription therapy, and costs of treatment.

Chris received his Ph.D. in sociology from Cornell University in 1991. He specializes in longitudinal analysis, categorical data analysis, and regression modeling as it is applied to large observational data sets.

Vice President, Business Development

Mary Lynn Meyer, Pharm.D.

Mary Lynn Meyer, PharmD, is the Vice President of Business Development for Health Analytics LLC. Previously she was a Senior Director of Client Services in the Federal Healthcare Group at IBM Watson Health (formerly Truven Health Analytics), where she was responsible for understanding customer objectives and needs, solutioning across IBM capabilities, qualifying opportunities, penetrating new accounts, responding to requests for proposals, and managing strategic partnerships. Mary Lynn served as a Subject Matter Expert and strategy consultant for the Qatar Supreme Council of Health on its Community Pharmacy Strategy. She was the Booz Allen Hamilton project manager for the Part D Payment Error Contract for the Centers for Medicare & Medicaid Services (CMS) to measure improper payments to determine a national error rate for reporting to the Office of Management and Budget. She has also served as the project manager on the CMS Federal Agencies Formulary Administration project reviewing Part D formulary requirements, interviewing stakeholders, analyzing Part D prescription drug event (PDE) data, and making recommendations for cost-savings strategies. She instituted quality assurance processes and led a team of pharmacists to refine and implement the Medicare Part D formulary review process for 2008. She also conducted audits and marketing surveillance of Medicare Part C and Part D sponsors and their Medicare Advantage and/or Prescription Drug Plans. Additionally, she has 20+ years of broad clinical pharmacy practice, managed care, pharmacy quality management program, and business development experience from her work at The Healthcare Center at Christiana, AdvancePCS, URAC, and her own consulting firm.


Mary Lynn holds a Doctorate in Pharmacy from the University of Maryland, Baltimore and completed a residency in internal medicine at the University of Maryland Medical System. She has a Bachelor’s Degree in Biology from the Pennsylvania State University. She completed the Executive Management Program for Pharmacy Leaders at The Wharton School of The University of Pennsylvania in Philadelphia, PA

Business Manager  

Shannon Middleton

Shannon serves as the Finance manager for Health Analytics. In this role, she is responsible for invoicing clients and account reconciliation, payroll processing, accounts receivable and accounts payable processing, and preparation of monthly financials. In addition to her financial responsibilities, Shannon also serves as the Human Resource manager where she is responsible for Human Capital strategy and for directing all of the people functions of the organization, including talent acquisition, development, engagement, and management; HR regulatory compliance; talent data management; and leadership development. Shannon brings a wealth of experience from several sectors including the federal government, not-for-profit and clinical research organizations. Shannon is a veteran of The United States Navy and the Army National Guard.

Project Manager 

Sara Heverley-Fitt, Ph.D.

Dr. Heverly-Fitt is a developmental scientist who earned her Ph.D. in Human Development and Quantitative Methodology from the University of Maryland, College Park. She received her M.S.Ed in Human Development from the University of Pennsylvania. Dr. Heverly-Fitt’s previous work focused on topics related to pediatric traumatic brain injury, socio-cognitive development, and interpersonal relationships. Her work has been published in peer-reviewed journals and has been recognized at national and international conferences. Dr. Heverly-Fitt serves as one of the Project Managers at Health Analytics. She brings with her a strong background in research methodology and pediatric health outcomes research.

Project Manager 

Jennifer L. Clerie

Jennifer is a knowledgeable researcher who received her B.S. in Community Health from the University of Maryland, College Park. Her previous work consists of conducting clinical research at the University of Maryland, School of Medicine, and as an Oak Ridge Institute for Science and Education (ORISE) research fellow, she served as a qualitative analyst at the Army Public Health Center under the Epidemiology and Disease Surveillance division. Prior to becoming Project Manager, Jennifer began as a Research Assistant at Health Analytics. Her dedication and tenacious work ethic has proven key in the implementation of Health Analytics’ research studies.

Database Analyst

Ramzi Abujamra, ASA, Ph.D.

Ramzi has an extensive quantitative background both in health insurance and health informatics.  He completed his Ph.D. in Health Informatics from the University of Minnesota and is also a designated Associate of the Society of Actuaries.  Ramzi has worked in various quantitative roles in health insurance and in health outcomes research.  His experiences have spanned working as a health outcomes and research analyst at Walgreens, as well as in health analytics at various roles in health insurance companies.  He has experience working with large claims datasets including both commercial and Medicare claims data sets performing predictive modeling and actuarial analysis.

Kelly Clovie, M.S.

Kelly is a 2013 graduate of Howard University where she earned a Bachelor of Science. She was introduced to research through the Minority Institutions' Drug Abuse Research Development Program, and continued to work as a Research Assistant at Howard for two years. Recently she graduated from Hampton University with a Master of Science, and started working as a Research Assistant at Health Analytics, LLC in 2017.

Sara Mannan

Sara graduated from The University of Maryland, Baltimore County in 2017 with a BA in Health Administration and Public Policy. She has experience working for the FDA, NIH, and global health NGO’s such as PATH. She started working as a Research Assistant at Health Analytics in 2017.
